Spell "Steal Breath" is restricted to Catfolk

The Spell "Steal Breath" https://www.d20pfsrd.com/magic/all-spells/s/steal-breath/ is found in the Advanced Race Guide and can only be used by Catfolk but this is not indicated anywhere on the page.

    Racial spells are not actually restricted to the races unless the GM says so.  They are designated as such because they are merely associated or invented by those races.  You are right it should probably have a tag for "catfolk" somewhere though.
