The permanency of Baleful Polymorph

Ok, so the duration of the spell states it's permanent, which basically means if my coven of hags turns you into a toad, congrats, you are now a largely unplayable character (for say a fighter).  While I have used this to get away with playing a sorcerer who was turned into a cat (managed the second will save, allowing her to keep her spellcasting abilities), I am toying with throwing this at a party which might not react well to a permanent removal of their character.  How does one reverse this spell?  Is it technically a curse? Will dispell magic work?

It isn't a curse so remove curse is out, but dispel magic could work, so could break enchantment.
