I think the answer is yes.  But it doesn't explicitly say this on d20pfsrd, it just says "...can move up to 15 feet..."

The intent would be to bypass Grappled and other conditions that restrict movement.

In my group we allow teleportation effects to slip grapples and similar impediments, so I would say yes, the boots could do that, but it's a house rule. Either interpretation is valid. Just keep it consistent (and let the enemy use similar tactics).
