Hold spells give paralyzed, dominate does its own special thing. The only spells I can think of (or find in a search) which give fascinated aren't on the oracle list. Why do you want to give out the fascinated condition, anyway?

As in, without spell slots used? It was broken when you could do that in AD&D, it'd be broken in PF so they didn't include that rule in PF.

18s and 19s can miss even if they would be crit threats with your current weapon. They aren't automatic hits, they need to hit the AC. Natural 20s always hit and always threaten a critical hit.

If you're asking for a character build I suggest going to the forums at Paizo or Giant in the Playground or even Myth-Weavers. Also, you might find it useful to give some idea of the starting character level and how high level you might take it.
